Building control must be notified of impending electrical work that includes a new circuit or a new consumer unit.

Only an electrician may set up site electricity. His work must be overseen by another electrician a registered member of an organisation allowed to oversee lesser qualified electricians (unless he is both).

Most of the rest you may be able to do yourself and common sense would usually be enough guidance.

The Health and Safety Executive are fond of dropping in on basement sites, probably because a jealous neighbour alerted them and the council about something they allege was dangerous.

They may not find anything dangerous but they may find you don't have a sink with running warm water where someone could wash easily even if they had just cut their hand and were having to hold the wound.

A kettle won't do. £50 fine and probably another visit.

I often found that once HSE and the planning enforcement people had been dragged along by one false complaint, they were reluctant to act on any more complaints. It is worth setting up properly at the beginning.
